Yes, the measurement does include the shaft. This will be 7.3" long.

No. You must purchase the ciruit breaker separately.

Does this Plane power EX14-50 require buying any other parts such as a regulator?

It is internally regulated and you would reuse your drive gear if it passes inspection. You would not need purchase anything else.
