These kits are 12 VDC.

Do these install into the rear of part # 10-01791 WESTACH 2DC8? Is there already a hole that is plugged in the rear of the gauge?

Yes, the white plug is removed and the lighting kit is installed in it's place.

Are these LED?

No, these are not LED.
