Is this ammeter (10-02334) for experimental only or certified as well?

This product is intended for use in experimental or homebuilt applications only.

I have wired the meter in series with Bat+ to battery positive and other side directly to Buss buy my meter wont read any current flow. Is there an installation manual as spoken of above to download?
