What is the weight of the fuel sender?

The VDO fuel sender is approximately one pound.

What is the length of the VDO fuel sender lever (type 240 -33 ohms)? My tank is 11 deep.

Adjustable for 6" to 23" tank depth. Right or left-hand applications.

How many degrees does the arm travel? I need one that swings 90 degrees.

Per the manufacturer: The arm has about 100 degree swing.

Does the VDO fuel sender lever type 240-33 ohms come with 1.gasket, 2. Mounting plate, 3. Screws?

No the unit only comes with one rubber gasket which would go on the inside, the kit p/n 10-01502 comes with screws, a gasket for the top side and screws for connecting the mounting plate and sender plate.
