What size circuit breakers should be used with this item?

It will depend on the devices that are going to be used with this item. Most cigarette lighter adapters have fuses in the plug, so you can take the fuses out of the plugs and see what size fuses are being used.

How do the wires connect, and what size is the fitting?

The ground wire is connected via a 1/4" spade terminal. The power wire is connected via a 3/16" circular threaded connector. Two 11" leads are included with the corresponding connectors attached.
