Does the optimiser come with this unit or does it have to be ordered separately? Is this the most appropriate unit to mount on top of the cowl to feed cooling air to the oil cooler mounted on top of a VW engine?

No, the optimzer does not come with the unit. Since this is an experimental part we are unsure if it will work for your application. There is a drawing under the over view that you can take a look at with dimensions. From there you can see if it will fit your application.
