They are both 1/32".

does this cord shrink with the ironing process, or is it pre-shrunk and heat-stable?

Usually the glue joint, over the ribs and the seam that is sewed does not need to see direct heat from the iron. Also, all these areas are going to be overlaid with finishing tape as well.
