Are these 70813 series Whelen LED interior lights FAA PMA approved?

No. These are not FAA PMA approved.

Are these 12volt or 28 volt?

In the ordering grid, there is a column for voltage which designates each part # as either 12 or 28 volt.

Can the 24v system be used in a 28v application? Are they interchangeable?

Yes, 24v and 28v are interchangeable.

What is the difference between the -08 and -12 model?

The current draw and Candela power is different. -08 = .16 current draw, 28CD Candela. -12 = .24 current draw, 42CD Candela

Are these units dimmable?

The 70813 series is dimmer controllable. You would need to buy a PWM switch.
