Is this KUNTZLEMAN LED STREAMLINE WHITE AFT POSITION AND STROBE HEAD FAA approved for certified aircraft?

No, these lights are intended for use in experimental aircraft only.

If I want to use one of these Kuntzleman position and strobe heads to replace a current strobe light on the tail of an ultralight, do I also need the controller, or can I just plug into 12V and thats it?

Yes, you will need the controller, see part number 11-12342.
