In the overview it says 30 watts. But then in the specifications is says current draw is .340 amps a 14.2 volts. The formula for power (watts) is current time voltage = power in watts. .340 amps X 14.2 volts is 4.83 watts. Somethings wrong here, is it 30 watts (with LEDs a very bright light), or is it less than 5 watts - not as bright. From the lumen specs it would seem to be the latter and the 30 watt figure is incorrect.

Ohms law does not apply to LED technology. The industry standard is to compare light output intensity. For example a 24 watt tungsten bulb for sure draws ~ 2 amps at 12vdc and puts out about 600 lumens of light. A "24w" LED bulb will draw ~ 300ma and still put out 600 lumens.

What is the flash rate?

Per the manufacturer: The Navstrobe beacon (11-13522) has a 300ms flash rate(this will change to 100ms after May 1st 2015).

Is this a tail nav light bulb replacement or a rotating beacon bulb replacement? Is this authorized for certified aircraft?

The Navstrobe beacon (11-13522) is a replacement for the tailfin bulb. No, it is not TSO'd and only recommended for experimental aircraft.

How many times a minute does this flash? I dont know what 100ms flash rate means - ten times a second?

3 Flashes per second.

Can this be set to ONLY strobe? I want to use it as a belly strobe so I would never want it constant, only strobing.

No, this cannot be set to only strobe.
