Does the A610M include the strobe tube as well as the molex connector?

Yes the "M" means that the molex connector is included.

What is the difference between the two lamps? I did not understand the difference in value and what changes between them.

Just the connectors at the end of the wire leads. A610 has the standard rectangle connector as seen in the first photo, and the A610m has the molex connector shown in the second photo.
