Would this light be league to install on a certified aircraft? Specifically a Cessna Turbo 210. If not could a 337 be used for certification?

This is an LED downwash light that there is not any certifications on. If you were to utilize this assembly on a Cessna aircraft you would need to do a field approval for installation.
