Will this tool cut thru 1/8 alum?

The drill jig is a alignment tool it locates the hole to be drilled only. A drill will cut the hole and yes a drill will easily cut through 1/8 aluminum.

Is this instrument drill jig for both gauge sizes?

Yes, this is for both standard instrument sizes, 2-1/4 and 3-1/8.
