is the c307ps probe a a j or k type tc.?

Per Davtron, this an analog AD590 it is current drawing not resistive.

Does this probe (part # 11-04603) measure C or F?

Yes , This probe measures temperature range from -55 c to +125 c (-67 F to +257 F) .

On the c307ps white wire is Positive white/blue Neg. but Garmin GTX330 pin outs say Probe IN and Probe OUT. is the white (POS) wire IN or OUT?

The positive wire would have to go in the IN position.
