Is this Swift gauge TSO approved?

No, this gauge is intended for use in experimental aircraft only.

This gauge says 5 v input. How does this work on a 12v or 24 v system?

The 0-5vdc input reference is in relation to the fuel probe used (in this case a capacitive probe). A resistive probe will show the input as being in ohms.
