Does part 10-25030 include the pressure sender?

No, it is not included. It must be ordered separately under part number 10-25035.

are the Mitchell gauges FAA approved for installation in Certified aircraft?

Several of the Mitchell gauges are, while a large majority are not. This one, part # 10-25030, is not.

Can the lights on these instruments be controlled? If so, can they be controlled with a PWM dimmer?

Per the manufacturer, this has an incandescent bulb so it will work with a PWM dimmer.
