Are these a FAA approved replacement?

Yes, these are FAA Approved. They will need to be installed and a 337 will need need to be signed off by an A&P.

Does a light bar come installed or do you need to buy and add yourself?

These do not come with lights installed or in the kit. You would need to purchase lighting separately and complete the install.
