TSO'd. Standard metal to metal seat belt, Navy. Retrofits most popular production aircraft. High-strength nylon webbing, fully tested belt is rated at 1500 lbs. Features standard metal to metal type buckle, Seat Belt/Harness meets TSO'd/FAA requirements. Adapts readily to most shoulder harnesses with metal belt buckle fittings. Adjusts from 13" to 62" in length.

What is the three bar slide? What does it do?

Per supplier: It attaches the ends of the belts to the customers attach points.

Can both sides be tightened individually to keep the buckle centered?

No, the only adjustment in on the receptacle side.

is this a H-701? earlier you said that the only side that is adjustable is the receptacle side is the receptacle the buckle part that opens or the end that inserts to the buckle?

Yes, this is the H-701 series. The adjustment would be on the end with the buckle.
